ANVISA, INMETRO and importing dental equipment into Brazil

Brazil regulates dental chairs and units as medical devices under ANVISA's RDC 751/2022. Devices are classed I to IV by risk: Class I and II devices are notified — a simpler filing with no expiry — while Class III and IV are registered for ten years and need ANVISA's own good-manufacturing-practice certificate of the factory. A powered dental treatment unit is generally Class II, so a chair normally follows the notification route; the class of a specific model is confirmed on filing. The regularisation is held by a Brazilian company with an AFE operating authorisation — the importer or distributor — because a foreign manufacturer cannot hold it, and labels, instructions and the petition itself must be in Portuguese.

What makes Brazil different from the rest of Latin America is INMETRO. Since 2021 ANVISA requires an INMETRO conformity certificate, issued by a certification body established in Brazil against the IEC 60601 family and the dental-unit standards, before it regularises electro-medical and dental equipment. The certification is run with the Brazilian holder, involves testing of the specific model, and takes time — so it is the first item on a Brazilian dealer's plan, not the last. We supply the apostilled Free Sale certificate (both China and Brazil are in the Hague Convention), ISO 13485 and CE certificates, the technical dossier with the test reports behind the CE certificate and the Portuguese labelling, and work with your holder and certification body on the INMETRO process for the models you choose. ANVISA also accepts reliance on approvals from the US, Canada, Australia and Japan for higher-class registrations, and is phasing in UDI marking — Class II from January 2027.

Customs. The importer needs RADAR habilitation in Siscomex and files an import licence with ANVISA consent for each shipment; the device must already be regularised. Duty follows the Mercosur common tariff — Brazil has no free-trade agreement with China — and federal IPI, PIS and COFINS plus state ICMS are charged on top; your despachante models the stack for the tariff line before you fix a resale price. We prepare the invoice, packing list and certificate of origin to match your declaration.

Power, air and water in a Brazilian clinic

Brazil runs at 60 Hz everywhere, but the voltage depends on where you are: 127 V in São Paulo, Rio de Janeiro, Minas Gerais, Paraná and Amazonas, 220 V in Brasília, Goiás, Santa Catarina and most of the Northeast, and mixed in some states — Bahia is 220 V but Salvador 127 V, Rio Grande do Sul 220 V but Porto Alegre 127 V, and many cities in the São Paulo interior are 220 V. Tell us the city and we configure the chair and the compressor for it — 110 V / 60 Hz or 220 V / 60 Hz — with the Type N plug (NBR 14136) that has been mandatory since 2011, and the specification goes on the proforma invoice.

Practical points:

• Put the chair's control unit on a voltage stabiliser; 127 V networks in particular sag under load, and a stabiliser costs a fraction of a control board.
• Size any backup for the compressor. The chair draws little; the compressor decides whether a no-break or small generator copes. Ask us for its running and starting current.
• Oil-free compressors need no oil changes, and a dryer keeps handpiece air dry in the humid coastal cities and the North.

Water: the dental unit runs on filtered water or a bottle-fed system; the autoclave on distilled water — a 4-litre distiller covers a single-chair practice.

Shipping from Foshan to Santos and the southern ports

Our factory is in Foshan, an hour from the container ports of Guangzhou (Nansha) and Shenzhen. Santos, Latin America's largest container port, serves São Paulo and the Southeast and is quoted at about 28–39 days port to port depending on the service and whether the cargo is a full or shared container. Paranaguá, Itajaí / Navegantes and Rio Grande serve the South, and Rio de Janeiro the state of Rio; tell us which port your customs broker works from and we book accordingly.

A single chair or a small first order goes as LCL (shared container); a first order for resale is usually a 20 ft container. The packing data we send with every quotation lists how many chairs and equipment combinations fit in a 20 ft and a 40 ft container. Small items — handpieces, curing lights, cameras — can travel by air to São Paulo in about a week once they are regularised.

We quote FOB Guangzhou or Shenzhen for dealers with their own forwarder, or delivered to the Brazilian port when you prefer one price that includes the sea freight. Payment is by T/T or L/C; lead time is confirmed on the proforma invoice and sample units ship first.

Buying as a clinic or as a dealer

Clinics. We sell single units, but in Brazil an imported chair must already be regularised by a Brazilian holder and certified by INMETRO before it can be sold or installed, so a clinic buys through our distributor, who holds the regularisation, imports regularly and installs. Dealers. Brazilian dealers work with us under the distributor programme: factory-direct pricing tiered by quantity, the ANVISA document pack with Portuguese labelling, support through the INMETRO certification of the chosen models, marketing files, remote technical training and a spare-parts kit with the first container. Territory exclusivity is discussed once a partner meets an annual commitment. Given the regularisation work, Brazilian partnerships usually start with a defined model range rather than the whole catalogue, and a first container once the models are certified and notified.
