Registering and importing dental equipment into the UAE

Medical devices in the UAE are now regulated by the Emirates Drug Establishment (EDE), the federal authority that took over device and medicine regulation from the Ministry of Health and Prevention under Federal Decree-Law 38 of 2024; the transfer of services was completed during 2025. The rule that matters for an importer has not changed: a device must be registered before it is imported — customs will not release an unregistered medical device — and a foreign manufacturer cannot file the application itself. It appoints a UAE authorised representative, an EDE-licensed establishment such as a medical store or marketing office, which holds the marketing authorisation for five years and remains the regulatory contact afterwards. Since early 2026 more than one agent may represent the same product, so a second dealer no longer has to wait for an exclusive agency to lapse.

Devices are classed I to IV on the GHTF model, and a dental treatment unit sits in the lower-middle classes; your representative confirms the class on application. The manufacturer's dossier is the usual one: ISO 13485 and CE certificates, a Certificate of Free Sale, the declaration of conformity, the technical file, electrical-safety test reports and the instructions for use; labels and instructions must carry Arabic and English with equal prominence, which we arrange with your representative. The EDE's standard review is 45 working days.

Clinics themselves are licensed by the emirate — the DHA in Dubai, the DoH in Abu Dhabi and Al Ain, MOHAP in Sharjah and the northern emirates — and a facility inspection includes the list of medical equipment installed, so a clinic buying a chair should use a registered model from a licensed supplier.

Customs. The GCC common tariff applies 5% duty on the CIF value and 5% VAT is charged at import, recoverable by a VAT-registered importer. Goods landed in the Jebel Ali free zone stay duty-suspended until they enter the mainland, which is why Dubai dealers re-export across the Gulf and East Africa from the same warehouse. Your customs broker confirms the tariff line before you fix a resale price.

Power, air and water in a UAE clinic

The UAE's mains supply is 230 V at 50 Hz with Type G (British three-pin) sockets mandatory, so the standard 220 V / 50 Hz version of our chairs and compressors is the right one — no frequency conversion is needed, unlike Saudi Arabia's 60 Hz grid next door. Supply is among the most stable in the region; the practical points are about heat and dust rather than the grid:

• Give the compressor cool air. Compressors run hotter in a Gulf summer; a ventilated, dust-free cabinet or a separate plant room, and the air filter on the clinic's maintenance list, keep it within its rating.
• Dry, clean air. An oil-free compressor with a dryer keeps handpiece air clean and dry — patients notice, and handpieces last longer.
• Water quality. Desalinated municipal water is generally clean but may be treated; most clinics run the dental unit on filtered water or a bottle-fed system, and the autoclave on distilled water. A 4-litre distiller covers a single-chair practice.

Shipping from Foshan to Jebel Ali and Khalifa Port

Our factory is in Foshan, an hour from the container ports of Guangzhou (Nansha) and Shenzhen. The Gulf is one of our shorter sea legs: direct services from Shenzhen reach Jebel Ali in about 16–18 days, and forwarders quote 16–25 days port to port depending on the service and port of loading; Khalifa Port in Abu Dhabi is similar on direct services and longer via transhipment. Jebel Ali serves Dubai, Sharjah and the northern emirates by road within the day.

A single chair or a small first order goes as LCL (shared container); a first order for resale is usually a 20 ft container. The packing data we send with every quotation lists how many chairs and equipment combinations fit in a 20 ft and a 40 ft container. Small items — handpieces, curing lights, cameras — can travel by air to Dubai in a few days.

We quote FOB Guangzhou or Shenzhen for dealers with their own forwarder, or delivered to Jebel Ali or Khalifa Port when you prefer one price that includes the sea freight. Payment is by T/T or L/C; lead time is confirmed on the proforma invoice and sample units ship first.

Buying as a clinic or as a dealer

Clinics. Yes, we sell single units directly — one chair for a new clinic, a surgery unit for an implant room, or a luxury edition for a flagship branch. In the UAE the device must be registered and imported through a licensed establishment, so we either introduce you to our distributor, who holds the licences and installs, or work with the licensed importer you nominate and support your technician by video during the first installation.

Dealers. UAE medical-device dealers work with us under the distributor programme: factory-direct pricing tiered by quantity, the EDE documentation pack, marketing files, remote technical training and a spare-parts kit with the first container. Territory exclusivity is discussed once a partner meets an annual commitment. For a Dubai dealer the free zone also makes the UAE a base for re-export to the wider Gulf and East Africa.
