SFDA authorisation and importing dental equipment into Saudi Arabia

Since the Medical Devices Law of 2021 and its executive regulations, no medical device may be placed on the Saudi market without a Medical Device Marketing Authorization (MDMA) from the SFDA. The earlier light-touch listing for low-risk devices closed in 2022, so a dental chair, whichever class it falls into, now goes through a technical-file assessment like any other device.

A foreign manufacturer cannot apply itself. It appoints an SFDA-licensed Authorized Representative (AR) in the Kingdom — often the distributor, sometimes a specialist firm — who files the application on the SFDA's GHAD electronic system and remains the regulatory contact afterwards. Importers, distributors and warehouses each hold an SFDA establishment licence, and shipments are released against the MDMA at the port through the GHAD and FASAH platforms. Devices are classed A to D on the IMDRF model; a powered dental chair on its own is generally low-risk, while a full treatment unit with handpieces and scaler sits a class higher, and your AR confirms the class on application. Existing CE marking and ISO 13485 are no longer a formal prerequisite but are requested as supporting evidence and generally move a file faster. SFDA's published review time is 35 working days after screening; three to six months end to end is a realistic plan. An MDMA is valid for up to three years and is renewed before expiry.

Labelling: devices for professional use may be labelled in English; the country of origin must appear, and labels restricted to another market ("for sale only in …") are rejected at the port. We supply English labelling with the country of origin as standard; tell us if your AR requires Arabic as well.

Customs. Duty follows the GCC common external tariff on the CIF value; 15% VAT applies unless the item is on the SFDA's list of qualifying zero-rated medical goods, which your broker checks for each tariff line. Medical devices are cleared under the SFDA's own requirements rather than the SABER product-safety scheme. Your customs broker confirms the tariff line and rate before you fix a resale price.

Power, air and water in a Saudi clinic

Saudi Arabia unified its electricity supply at 230 V and 60 Hz by Council of Ministers resolution in 2010, replacing the older 127 V system; new buildings are wired to the new standard, older ones in some districts still deliver 127 V, and sockets are Type G (the British three-pin) under the SASO standard. Two things follow. Order the 220 V / 60 Hz version of the chair and the compressor — the 60 Hz motor is the part that must match — and tell us what the building actually delivers so the specification is right on the proforma invoice.

Supply is stable in the main cities; the practical points are about the environment rather than the grid:

• Heat and dust. Compressors run hotter in a Riyadh summer; give the compressor a ventilated, dust-free cabinet or a separate room, and fit the air filter service into the clinic's routine.
• Air quality. An oil-free compressor with a dryer keeps handpiece air clean and dry, which patients notice and which extends handpiece life.
• A stabiliser on the control unit remains cheap insurance wherever a generator is in the loop.

Water: the dental unit runs on filtered water or a bottle-fed system; the autoclave on distilled water — a 4-litre distiller covers a single-chair practice.

Shipping from Foshan to Jeddah, Dammam and Riyadh

Our factory is in Foshan, an hour from the container ports of Guangzhou (Nansha) and Shenzhen. Sailings to Jeddah Islamic Port take about 18–26 days and serve Jeddah, Makkah and the west; sailings to King Abdulaziz Port in Dammam take about the same and serve the Eastern Province and Riyadh, which is two to three days further by truck or by the intermodal rail service to the Riyadh Dry Port. Container lines returned to the Red Sea route in early 2026, but forwarders still allow for schedule swings of a few days on Jeddah; for Riyadh, Dammam is usually the steadier choice.

A single chair or a small first order goes as LCL (shared container); a first order for resale is usually a 20 ft container. The packing data we send with every quotation lists how many chairs and equipment combinations fit in a 20 ft and a 40 ft container. Small items — handpieces, curing lights, cameras — can travel by air to Riyadh or Jeddah in about a week.

We quote FOB Guangzhou or Shenzhen for dealers with their own forwarder, or delivered to Jeddah or Dammam when you prefer one price that includes the sea freight. Payment is by T/T or L/C; lead time is confirmed on the proforma invoice and sample units ship first.

Buying as a clinic or as a dealer

Clinics. Yes, we sell single units directly — one chair for a new practice, a surgery unit for an implant room, or a replacement for an old unit. In Saudi Arabia we will usually introduce you to our distributor, who holds the licences and installs; where you prefer to import through your own licensed importer, we supply the technical documentation to your Authorized Representative and support your technician by video during the first installation.

Dealers. Saudi medical-device dealers work with us under the distributor programme: factory-direct pricing tiered by quantity, the SFDA documentation pack, marketing files, remote technical training and a spare-parts kit with the first container. Territory exclusivity is discussed once a partner meets an annual commitment. Public-sector supply runs through NUPCO and is a second channel for dealers who hold the authorisations; private chains and new clinics are where most first orders go.
